DIA tees up $800M data collection recompete

The Defense Intelligence Agency sets the date for when it plans to release a final solicitation for this multiple-award contract focused on technical functions. The Defense Intelligence Agency has provided industry a signal that it is almost ready to open the recompete of a massive data collection and management support services contract up for bids.

Iteration number three of the Data Science, Operations, Requirements, Exploitation and Engineering contract will have an $800 million ceiling over a five-year period. Like its predecessors, DORE3 will be a multiple-award effort and support technical functions for DIA’s mission.

DIA is eyeing on or about May 14 as when it plans to release the final solicitation for DORE3, the agency said in a Thursday update to Sam.gov.

DORE3 is designed as a broad advisory and assistant services vehicle for helping DIA carry out work in capability gap analyses, rapid prototyping, testing and evaluation, preparations, and other operations related to multi-source data.

The scope of work covers 11 core support areas:

  • Collection concept development
  • Collection planning and operations
  • Data sciences support
  • Technical exploitation
  • Internet of Things, social media and open-source support
  • Application, web and collaboration systems
  • Programs and projects
  • Rapid-response subject matter expertise
  • Academic and industry outreach and innovation
  • Rapid engineering and prototyping
  • Contract project management and common tasks

DIA chose seven companies in March 2020 for the prior DORE2 contract, which had a $990 million ceiling over five years.

Applied Research Associates, Booz Allen Hamilton, CACI International, General Dynamics’ IT services unit, KBR, Maxar Technologies and Northrop Grumman are the incumbents. KBR inherited its place on the contract through its acquisition of Centauri in August 2020, five months after the DORE2 awards.
