Transportation Command seeks zero-trust contract management system

TRANSCOM seeks a mature, cloud-enabled solution to replace legacy tools and support the military’s all-domain command strategy known as CJADC2. Transportation Command is getting closer to a contract award for a commercial, cloud-based IT management system that uses a zero-trust architecture to replace its fragmented legacy tools.

The contract is part of the command’s efforts to modernize its IT portfolio and support the Defense Department’s Combined Joint All-Domain Command and Control strategy.

Proposals for the multiple-award contract were due Monday (today). This is a new contract with no incumbent. The dollar value has not been publicly disclosed.

CJADC2 is DOD’s strategy to connect sensors, weapons and decision makers across all domains in real-time.

TRANSCOM wants a commercial zero trust-aligned contract file management solution that supports contract lifecycle management as a step toward preparing its infrastructure for CJADC2, according to solicitation documents.

Some of the technical capabilities TRANSCOM wants include:

  • Automated workflows for routing, approvals and notifications
  • A secure document management system with version control
  • Comprehensive reporting on contract performance and compliance.

The system also must integrate with those already in-use by TRANSCOM.

The command also has several security and compliance requirements in addition to zero-trust. TRANSCOM wants multi-factor authentication, role-based access control and cloud deployment across Microsoft Azure, Amazon Web Services and on-premises environments.

The system will handle control unclassified information and personally identifiable information.

The command expects about 250 users, but the system must be able to scale up from there.

The winning solution will need to be mature as the command expects a solution to be deployed as a minimally-viable product 30 days after award.
